A crucial legal requirement in the high-profile Noor Mukadam murder case has been met, as death row convict Zahir Jaffer underwent a comprehensive medical and psychological evaluation at Adiala Jail. This development clears the path for his mercy appeal to be forwarded to the president.
According to official sources, a two-member medical board from the Pakistan Institute of Medical Sciences (PIMS) conducted the evaluation inside the jail premises on Monday. The board, comprising psychologist Dr. Shafqat Nawaz and neurologist Dr. Aamir Naveed, remained at Adiala Jail for nearly three hours to assess the convict’s mental and physical condition.
The medical board was constituted following a formal request by the superintendent of Central Jail Rawalpindi, in accordance with the legal procedures required for processing a death row inmate’s clemency petition.
Officials confirmed that the medical team will now submit its confidential report to the jail administration. This report will accompany Zahir Jaffer’s mercy appeal, which is set to be sent to the president for consideration—the final legal recourse available to the convict.
Zahir Jaffer was sentenced to death in 2022 for the brutal murder of 27-year-old Noor Mukadam, a case that sparked national outrage and garnered widespread attention both in Pakistan and internationally.
