BERLIN – In a stunning development at the intersection of technology and governance, Albania’s Prime Minister Edi Rama has announced that the country’s first artificial intelligence minister, “Deella,” is now “pregnant” and will soon give birth to 83 “digital children.”
The surprising announcement was made by Prime Minister Rama during the Global Dialogue Forum held in Berlin.
As Rama explained, this “pregnancy” is a technological metaphor. Deella’s 83 “digital children” will function as sophisticated, personal AI assistants for each member of the Albanian parliament.
These assistants, he detailed, will be responsible for taking notes during sessions, providing advice, and offering instant updates to the parliamentarians. Even if a member is temporarily out of the chamber, their AI assistant will record all proceedings.
Crucially, each AI assistant will be equipped with a comprehensive database of European Union laws and policies, providing members with immediate information to aid in debates and decision-making.
Prime Minister Rama added a humorous note, stating, “If a member’s name is mentioned in a controversy, their AI child will immediately remind them not to forget to respond.”
Deella was first introduced in September 2025 as the world’s first AI-based minister, tasked with the significant responsibility of overseeing Albania’s public procurement system.
