Islamabad, Pakistan – The Asian Development Bank (ADB) announced on Monday the appointment of Leah Gutierrez as the new Director General of its Central and West Asia Department, effective immediately. This department is crucial as it oversees ADB’s operations in Pakistan and ten other countries across the region.
In her new capacity, Gutierrez will be responsible for leading the implementation of ADB’s strategic priorities for Afghanistan, Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Tajikistan, Türkiye, Turkmenistan, Uzbekistan, and Pakistan.
“I am honored to serve in this position and will continue to engage with developing member countries and stakeholders to promote inclusive growth, regional cooperation, and sustainable development across the region,” Gutierrez stated.
Gutierrez brings over four decades of professional experience to this role, including 25 years within the ADB itself. Prior to this appointment, she served as the Director General for ADB’s Sectors Department 3, where she managed operations related to finance, human and social development, and public sector management and governance. Her extensive background also includes a previous tenure as Director General of the Pacific Department and senior positions in ADB’s Strategy, Policy, and Partnerships Department; Southeast Asia Department; and the Office of the Secretary.
Pakistan remains a significant partner for the ADB, receiving vital financial support as well as assistance in digital transformation and climate policy initiatives. This appointment follows the ADB’s naming of Xiaoqin Fan as its new Country Director for Pakistan in October of last year.
Recent financial commitments from the ADB to Pakistan include a $1 billion financing agreement signed in June under a five-year multi-tranche facility. In the same month, the bank also approved an $800 million program aimed at enhancing fiscal sustainability and improving public financial management within the country.
