The Country Programme Framework (CPF) 2026-2031 is a new agreement between the Pakistan Atomic Energy Commission (PAEC) and the International Atomic Energy Agency (IAEA). This five-year framework outlines how nuclear science and technology will be used to support Pakistan’s socio-economic development.
Key Areas of Cooperation
The CPF 2026-2031 identifies five key areas where nuclear techniques will be applied to address Pakistan’s national priorities:
- Food and Agriculture: Nuclear techniques will be used to boost crop yields, improve pest control, enhance livestock health, and ensure food safety. This will support Pakistan’s commitment to food security and climate-resilient farming, including through its participation in the IAEA’s Atoms4Food initiative.
- Human Health and Nutrition: To combat rising cases of cancer and other non-communicable diseases, Pakistan will expand its collaboration with the IAEA in nuclear medicine, radiation oncology, and the local production of radiopharmaceuticals. The network of 20 Atomic Energy Cancer Hospitals (AECHs) will be further equipped to provide affordable and advanced treatment to over a million patients annually.
- Climate Change and Water Resource Management: As one of the most climate-vulnerable countries, Pakistan will use nuclear techniques, such as isotope hydrology, to monitor water resources, improve irrigation efficiency, and build resilience against climate change.
- Nuclear Power: The CPF will focus on supporting Pakistan’s nuclear energy sector, which currently contributes over 18% of the country’s electricity. The cooperation will cover plant life management, waste management, and safe decommissioning to help Pakistan meet its targets for greenhouse gas reduction.
- Radiation and Nuclear Safety: The Pakistan Nuclear Regulatory Authority (PNRA) will continue to strengthen its oversight of nuclear activities. IAEA support will enhance capabilities in emergency preparedness, radioactive waste disposal, and the use of artificial intelligence in regulation to safeguard the public and environment.
