The Khyber Pakhtunkhwa (KP) government has proposed a significant increase in traffic-related fines within the Finance Bill for fiscal year 2025–26. This move introduces stricter penalties for violations and, for the first time, adds a new category specifically for three-wheelers.
According to the Finance Bill, a separate fine structure has been established for three-wheelers, which include rickshaws, motorcycle rickshaws, and loaders. Fines for these vehicles will now range from a minimum of Rs200 to a maximum of Rs10,000. A Rs5,000 fine has been proposed for violating route permit conditions for these vehicles, with double penalties for repeat offenses.
In a notable effort to curb the use of fake driving licenses, the bill introduces a new penalty slab, proposing fines between Rs5,000 and Rs10,000 for offenders caught driving with counterfeit licenses.
The KP government has also focused on underage driving. The fine for underage individuals riding motorcycles has been raised from Rs1,000 to Rs3,000, while the fine for underage drivers of small vehicles has increased from Rs2,000 to Rs5,000.
Officials state that these revised fines aim to enhance road safety, regulate three-wheeler operations, and discourage unlawful practices such as underage driving and the use of fake licenses—issues that have been persistent problems across the province.
