Tobacco use remains a significant challenge to public health in Pakistan, with over 25 million smokers. Despite various tobacco control measures, smoking rates remain high. Pakistan can benefit by adopting Sweden’s approach to tobacco harm reduction (THR), which has been highly effective.
Sweden is recognized globally for its successful tobacco harm reduction strategies, which include the widespread use of safer alternatives such as snus, nicotine pouches, and e-cigarettes. These alternatives, combined with traditional tobacco control measures, have led to a dramatic decrease in smoking rates in Sweden, with only 5.6% of adults smoking, the lowest in the EU.
This success is attributed to the Swedish government’s promotion of harm reduction products and public education on their benefits. In addition, the country implemented policies like advertising bans, public smoking bans, and cigarette tax increases to further reduce smoking.
Pakistan’s tobacco control efforts have mostly relied on traditional methods like taxation and smoking bans, but these have not been enough to reduce smoking rates significantly. By following Sweden’s example, Pakistan can reduce smoking rates by promoting safer alternatives and educating the public about their benefits. Legalizing and promoting nicotine products like e-cigarettes and nicotine pouches can help make them more affordable and accessible, ultimately leading to a healthier future for Pakistan.
