According to Xinhua, the regulations aim to increase export control capabilities for items that can be used for either civilian or military purposes and to increase transparency and standardization of export control policies.
The US says Beijing is supporting Russia’s conflict exertion in Ukraine by providing double use products, including microelectronics, that can assist it with building weapons. China claims that normal trade with Russia should not be disrupted and that it has not provided any party with weapons.
A list of restricted goods and a permit system for the export of goods with dual uses are established by the new regulations. The exporters of these goods will be required to disclose the final consumer and intended use.
